Multi-level Governance: The New Frontier of European Better Regulation (PDF 853.1 kB)This paper suggests that a way to respond to the challenges posed by multi-level governance is to work towards a system where all phases of the EU decision-making process are interlinked and connected by Better Regulation principles and where all actors within the EU’s multilevel governance setting have clear roles, responsibility and involvement in the process of policymaking.
