Calculating administrative costs of citizens - a manual (PDF 3.3 MB)Standard Cost Model for Citizens Manual for calculating administrative burdens of citizens using the Standard Cost Model (SCM). This step by step manual also explaines how this method can be used as a tool for monitoring administrative burden reduction programmes. The SCM for Citizens was originally developed in the Netherlands by the Ministry of the Interior and Kingdom Relations. A joint effort of members of the EUPAN Learning Team resulted in this European manual.
