The Relevance of Risk Regulation in Managing the Modern Regulatory State
Increasingly complex and extensive risks challenge OECD governments. They often relate to human health, public safety, and the environment, and are posed by fast technological progress and behavioural decisions and life-styles. The development of Risk Regulation is arguably a possible new frontier for the future Better Regulation agenda, if this is to meet the challenge of improving both the preparatory phase and the implementation of legislation.
Lorenzo Allio, Ph.D, an independent policy analyst and consultant, will introduce the debate presenting various approaches used at the EU level to manage risk. Particular attention will be put on the use of technical guidelines and committees.
Dr. Jacopo Torriti (University of Surrey) will focus on Value of Statistical Life (VSL) in Risk Regulation. He will provide examples related to emerging technologies, health and environmental regulations, and discuss why different methods for monetising risks lead to different VSL figures.
