Post-implementation reviews: What really happened
Impact assessments are useful for considering, at an early stage, where difficulties may arise with a new policy initiative. However, review of the regulatory stock is essential in ascertaining whether regulation is operating as intended. Systematic wide ranging reviews of the regulatory stock examine whether regulatory design principles aimed at ensuring efficiency, effectiveness and proportionality are delivering expected outcomes. Post-implementation reviews of new or amended legislation examine the regulatory outcomes associated with a particular regulation. Both are just as important as impact assessments in order to establish actual effects of legislation. The audience will hear about the systematic review of all Australian Commonwealth Government subordinate regulation and about the European Commission’s work to integrate post-implementation reviews of legislation into its existing policy evaluation program.
