Better enforcement and inspection
In recent years the focus of attention in regulatory reform has been on issues concerned with the appropriate creation of regulation by government, eg. notions of regulatory budgeting. There are, however, equally pressing issues to be considered in relation to the effective enforcement of regulation. In the UK, national and European regulation of business is enforced by the local state. Each UK local authority has designated responsibility for ensuring businesses comply with regulations such as trading standards, environmental health, licensing and fire safety. As set out in The Hampton Report in 2005, this has led to concerns about the regulatory burden on business and inconsistent enforcement across local authority boundaries. In response to these concerns the Local Better Regulation Office (LBRO) was created as a new non-departmental public body in 2007 by the UK Government Better Regulation Executive. The audience will hear about the LBRO’s work as facilitator of new relationships and initiatives.
