Thema: Fine-tune the toolkit - Allocate sufficient time and resources to review the aquis communautaire

In the context of the 'simplification rolling programme', the Commission earmarks a certain number of regulations for review each year. Currently, the programme covers 164 measures. The aquis communautaire, however, today covers some 9000 rules. Clearly, efforts need to be intensified. One visible step has been made by the setting up of the 'High Level Group of Independent Stakeholders on Administrative Burdens'. Without necessarily creating more institutions and bureaucracy, the European Commission Directorate Generals should assign sufficient resources to allow for a systematic review of the complete aquis communautaire, taking into account the input of the European institutions, Member States and other stakeholders.

Dear Erik, I have reintroduced the phrase "Without necessarily creating more institutions and bureaucracy". Also following discussion at the colloquium, it seems to me that this in an important point. But I am open to hear your arguments for removing it.

Hi Max,

The discussion about 'not adding' any additional institutions or bureaucracy is always strange in the discussion about reducing admin burden and compliance costs. Actal and the NKR are both new institutions for NL and DE. They even put in an extra level of bureaucracy since ministries have to pass an additional point in the legislative process. And it works. It might sound strange (and maybe logical to others), but if you want to reorganize administrations, you have to set in place procedures and rules, extra bureaucracy so to speak, if you want to move on quickly.
