The Regulatory Cost Model is an expansion of the Standard Cost Model: for the first time, one instrument not only considers information duties but all types of duties requiring action. In addition, all types of costs which could be incurred when carrying out these duties requiring action are considered.

The Bertelsmann Stiftung presents a new integrated model in a new paper on Regulatory Cost Measurement for Business, the Public Sector and Citizens. Further thinking on this approach is nowadays of special practical and political relevance: In the coalition agreement reached by the new German government, the Model has now been anchored and shall be applied.

How useful do you think this tool is in measuring costs for the administration, businesses and citizens? To what extent do you believe it needs (further) adaptation in order to be applicable to any of these domains? Any comments on methodology?
