Calculating administrative costs of citizens - a manual
Standard Cost Model for Citizens Manual for calculating administrative burdens of citizens using the Standard Cost Model (SCM). This step by step manual also explaines how this method can be used as a tool for monitoring administrative burden reduction programmes. The SCM for Citizens was originally developed in the Netherlands by the Ministry of the Interior and Kingdom Relations. A joint effort of members of the EUPAN Learning Team resulted in this European manual.

This paper gives account of some indication arisen during the course of the realization of the pilot project for measurement of administrative burdens through Standard Cost Model (SCM) in Italy in which the authors have been involved. The Pilot has been implemented during 2006 and has been followed by a more complete measurement exercise, which is ongoing at the Department for Public Administration of the Prime Minister Office in Italy.
